Abstract

The objective of this article is to analyze the efficiency, from an economic aspect, of using the artificial intelligences Alice (Análise de Licitações e Editais) and Rosie (Operação Serenata de Amor) in the formal and social control of Public Administration. To this end, bibliographical research was carried out on the concepts essential to the study, such as artificial intelligence, big data and machine learning. Furthermore, the practical aspects of using these artificial intelligences were researched, as well as published data relating to the results of their use. On the other hand, the possible incidence of biases during the creation of artificial intelligence was also analyzed. The data obtained indicates that the artificial intelligence Alice, from an economic aspect, presented more efficient results compared to the artificial intelligence Rosie. However, from the aspect of transparency, notably regarding the possibility of algorithmic auditing, Rosie’s intelligence stood out. Finally, it was suggested the implementation of algorithmic auditing mechanisms in the artificial intelligence Alice, involving experts from the various Public Administration control agencies, including the Federal Prosecution Service.
